MCA Commissaires

A Cycling Commissaire is an official responsible for ensuring that bicycle races are conducted fairly, safely, and according to the Sport rules and regulations. In Manitoba, all sanctioned racers are supervised by one or more Commissaires. Commissaires work as team to uphold the sporting rules of a competition.  They collaborate with organizers, announcers, timing operators, volunteers to ensure the competition runs safely and smoothly.

  1. Rules + Regulations: 
    • Commissaires make sure that participants follow technical and competition regulations and uphold the professionalism of the sport. Rules originate from the world governing body of all the cycling sports, the International Cycling Union (UCI). In Canada, the National rules are administered and modified by Cycling Canada (CC) which delegates authority to the Provincial Associations.
  2. Race Supervision:
    • Commissaires are present before, during, and after races to monitor various aspects of the event, including course safety, rider behavior, equipment checks, start/finish procedures, and timing/results.
  3. Decision Making:
    • Commissaires issues penalties, disqualifications, and resolve disputes if infractions occur.
  4. Safety Oversight:
    • Commissaire work with the Race organizer to ensure the safety of event participants. This includes a review of event logistics at least 2 weeks prior to the event and a race course pre-ride on event day to identify/resolve any potential hazards or safety concerns with the organizer.
  5. Administration Duties:
    • Commissaires oversee sign-in on race day, assign race numbers, prepares start lists, and ensures final results are submitted to the Race Organizer.

    • Purchase your annual membership and technical license here (LINK)
    • MCA will reimburse the cost of a general membership (including tax and processing fee) providing commissaires sign-up for a minimum of 2 events per year. 
    • Note: Commissaires (A or higher) supporting out of province projects will require a UCI license.
  4. Annual (in-person) training:
    • Annual Training for Commissaires in Manitoba are lead by the Chief Commissaire for each discipline.
    • This is typically a full-day of training to cover safesport, rules and regulations,  and discipline specific information.
    • Mountain Bike and Road discipline meetings typically take place each March.
    • Cyclocross meetings typically take place between July-August.
  5. Mentorship at Local Events:
    • You will start mentoring under an experienced Commissaire team as a level “C” Commissaure and progress with experience. Contact the Chief commissaire to sign-up for local events.
  6. Clothing:
    • Provided you are committed as a Commissaire (a minimum of 2 events a year), MCA will cover the cost of your “official” clothing which will include a Commissaire jacket and Shirt. 
    • Contact Manitoba Cycling at 204-925-5696 to provide your name and place your clothing order. 
  • Commissaires are paid $75 per event for MCA sanctioned events. This is paid at the conclusion of the event, by the organizer.
  • For travel more than 45mins, mileage is covered by the organizer as per MCA’s Financial policy (0.45/km).
  • Multi-day events may require an overnight stay, paid for by organizer
  • Meals: In the case that it is impossible for a Commissaire to access food due to constraints in the event schedule, the organizer provides suitable and appropriate sustenance in addition to the daily honorarium.
  • Race Organizers have access to funds to support events thru the Manitoba Cycling Club Grant (up to $500 per club/year).
  • Manitoba Cycling will cover the cost of the Provincial C Training, the Commissaire General membership/technical license, official clothing, and expenses related to scheduled annual training (lead by the Chief Commissaire).
